Continence Aids Payment Scheme (CAPS)

The Continence Aids Payment Scheme (CAPS) is an Australian Government program that provides financial support to help cover the cost of continence products. It is designed to support people living with ongoing bladder or bowel incontinence.

Eligibility

You may be eligible if you:

Are 5 years or older
Have permanent and severe bladder or bowel incontinence confirmed by a registered health professional
Are an Australian citizen or permanent resident
Have an eligible neurological condition or other approved medical condition

If your condition is non-neurological, you must also hold a Pensioner Concession Card issued by the Australian Government or the Department of Veterans’ Affairs.

Note: If you receive funding for continence products through the NDIS or another scheme, you may not be eligible for CAPS.

How much funding is available?

The Continence Aids Payment Scheme provides up to $717.10 per year (2025–26) to help cover the cost of continence products.

This payment is not taxable and won’t affect any other government benefits you receive.
